  In 1982, Ihor Hrytsiak graduated from the Faculty of Law, Taras Shevchenko Kyiv National University.
  From 1982 to 1987 Ihor Hrytsiak worked as an investigator of the prosecutor's office, Podil district, Kyiv, Ukraine.
  Since 1987 Ihor Hrytsiak has been carrying out scientific-pedagogical and public-service activities at various research and higher educational institutions and the government.

  - Scientific researcher of the Department of Constitutional Law and Local Self-Government of the Institute of State and Law of V.M.Koretsky of the NAS of Ukraine(1987–1993);
  - Coordinator of Public Administration curriculum of Institute of Public Administration and Self-Government under the Cabinet of Ministers of Ukraine (1992-1993);
  - Head of the Department of Law and Legislative Process of the Institute of Public Administration and Self-Governance (1993–1995);
  - Head of the Department of Law and Legislative Process of the Ukrainian Academy of Public Administration under the President of Ukraine (1995–1996);
  - Dean of Law Department of the National University “Kyiv-Mogyla Academy” (a founder of the Department and a part-time academic) (1996);
  - Assistant and, later, First Assistant to the Prime Minister of Ukraine (June 1996 – July 1997);
  - Head of the Department of Municipal Administration, the Ukrainian Academy of Public Administration (September 1997 – April 1998);
  - Director of the Center for Legal and Business Studies (public association) (1998-2001);
  - Assistant Professor, Department of European Integration of the National Academy of Public Administration under the President of Ukraine (2001-2003);

Since 2001 Ihor Hrytsiak has been studying the problems of the European and Euro-Atlantic integration, regional and global governance, European and International Law, being a renowned expert and a famous specialist in the field of public administration.
Ihor Hrytsiak has about 180 publications, including scientific and scientific-methodological works, in particular, on state-legal problems of theory and history of public administration, European and International law, European and Euro-Atlantic integration.
Fundamental monographs: “Management in the European Union: a theoretical framework” (2005), “European Governance: theoretical and methodological foundations” (2006);
textbooks “Law and Institutions of the European Union” (2004, 2006), “European and Euro-Atlantic integration” (2007), “Legal and Institutional System of the European Union” recommended by the Ministry of Education and Science of Ukraine (2009), “Legal and Institutional Framework of the European Union” recommended by the Ministry of Education and Science of Ukraine (2009), "European Integration: a textbook for students of higher educational institutions and master students in the field of Public Administration (2013), which laid theoretical foundations of a new scientific branch in public administration as a science and added a training-methodical base in the field of the European and Euro-Atlantic integration.

Ihor Hrytsiak is an editor of several scientific journals in public administration and the parliamentary newspaper "Viche".
Ihor Hrytsiak is a member of two specialized Scientific Councils, in particular, at the Odessa Regional Institute of Public Administration, National Academy of Public Administration under the President of Ukraine, and at the Ivano-Frankivsk National Technical University of Oil and Gas.
Ihor Hrytsiak has been a scientific supervisor of 2 candidates of Sciences in juridicial sciences, 12 - public administration, 2 - doctors of science in public administration.

Ihor Hrytsiak was awarded with the Honourary diploma (2004), and Gratitide of the Kiyv Mayoral (2006), Honuorary diploma of the Cabinet of Ministers of Ukraine dated from November 28, 2007, Honourary diploma of the Ministry of Economic Development and Trade of the Autonomous Republic of Crimea (2012) .
Ihor Hrytsiak received a citation from the Prime Minister of Ukraine on November 29, 2010 .
In 2010 Ihor Hrytsiak was awarded with the honourary title of Honoured Worker of Science and Engineering of Ukraine.

Ihor Hrytsiak has the third civil servant rank.
Ihor Hrytsiak speaks English, German (intermediate) and Russian as foreign languages.
